    Beginning April 2010, a new federal EPA rule requires that all contractors must be certified in the use of lead-safe practices. 

    In addition to individual RRP certification, each firm, agency or non-profit must also become EPA RRP certified.  To do so, firms or entities must submit an application before April 22, 2010 and pay EPA a fee ($300) which is good for 5 years.  The EPA Firm Certification  Forms can be downloaded from the following EPA website.

    Lead Education and Abatement Program

    Lead Education and Abatement Program provides educational programs and information on lead issues, free blood lead screening, case management of blood lead levels in children 6 years and younger, environmental assessments of the health risks of lead in your home, and information on the Soil Replacement Program in East Helena.

    The main purpose for the East Helena Lead Education and Abatement Program is to develop more comprehensive protocols to determine if lead poisoning is present through its multi pathway investigations.  The program also educates the community and parents to increase awareness about how they can reduce the risk of childhood lead poisoning through lead safe practices.

    The Lead Education and Abatement Program is a multi pathway lead exposure prevention program.
    The program encourages and provides free environmental assessments for all residents of the East Helena Superfund Area.  The environmental assessments may include : sampling of yard soil, interior dust, drinking water, and lead-based paint in order to identify all sources of and pathways for lead exposure.

    The program also provides broad-based education to the public in homes, daycares and schools.   Education efforts are focused on nutrition, personal hygiene, health monitoring (blood lead testing) of area children and pregnant women, "safe play" practices, and risk reduction and management.

    The program provides information to area residents on the need to avoid areas with elevated soil or dust lead levels and to maintain barriers inside and outside the home.  It provides information to future purchasers and sellers of property, lending institutions, and realtors regarding both the superfund site and individual property-specific conditions.

    Reporting Requirements

    Blood lead screening, reporting, and follow-up
    Montana Administrative Rule requires that all blood lead levels of 10ug/dl or higher in children aged 13 years or younger be reported to the Department of Public Health and Human Service. Reference:ARM 37.114.203
